what is the best way to embed all of this .dll from system.text.json into my final .exe file?

With .NET Core 3, you can use <PublishSingleFile> in your .csproj to create a single executable. You can also use <PublishTrimmed> to reduce the size of the executable by only including what your application actually uses.

What all tasks should I use to create a build pipeline for .NET Framework solution? I want to add specific settings for each task.
You can find many yaml templates here: azure-pipelines-yaml/templates/, .NET Desktop
For the classic pipelines just use predefined templates:

I have algorithm (c++ dll) wrapped in C#. The execution is on a web server.
Considering throughput/speed/memory etc. Should i write all functions in one dll or each function one dll? which way is better ?
All functions, classes and other structures may contain in one dll. This is better option. If you create more dll for each functions, management of the project, implementation and maintanence will be harder.

I want to use compression of some files but GZipStream can not archive many files in one zip only! So I want to use this

But I have no idea how to install/use/import custom libraries. What should I do?
Right-click your project and select "Manage NuGet Packages..."
Search for "SharpZipLib".
When it populates the list, install it
The installation process should add the necessary reference[s] to your project's References folder
You might then need to add a "using" for the library to the class where you want to add the code. It's possible, though, that you can just right-click the code and select "Resolve" to have the "using" automatically added for you.
Then look at the library authors' documentation for usage.

I have xgeno.mvc.utilities dll in my project references. I want to edit one of the method of this dll.
Can I do this?
You have to use a decompiler for this which has many variants on the web (there's google) and then make the modifications on the decomplied files and then compile it again and then point that newly compiled dll to your project
You need something like .NET Reflector, but since it is not free, you will probably want to look for free alternatives. See Here some discussion wich can help in the search.

How to convert full C# project to vb.net ?
Check out SharpDevelop, (specifically V4.4, which is the last version where this was supported). It has the feature you are asking for and its free.
Just go to Project > Convert
This is free: http://converter.telerik.com/ and it used to support multiple files by zip, but apparently doesn't anymore.
