I was looking at some of the implementation details of Task in System.Threading.Tasks (.NET standard 2.0) and I came across this interesting piece of code:

I understand from reading C# reference guide that volatile is there to prevent compiler/runtime/hardware optimizations that would result in re-ordering of read/write to the field. Why would in this specific case specify the field as volatile just to ignore volatility when reading the field by assigning it to a variable?
It seems intended but the reasoning behind the intent is unclear to me.
Also, is "cast"ing away the volatilty a common practice? In which scenarios would I want to do it vs. scenarios I absolutely want to avoid it?
Any information to help me understand this bit of code clearer is greatly appreciated.

volatile is a syntax sugar of Volatile.Read and Volatile.Write. It ensures that any CPUs will see the same data at the same time.
So it makes only one read of the volatile variable. Then this may be used multiple times in property, method (losing the volatile nature). So it looks like it takes a snapshot of the variable and do several computations on its value.

So, some time ago JIT didn't know how to inline methods if any of their actual arguments is volatile. But later it was fixed in a PR: Allow inlining with volatile actual argument exprs #7332
That local copy of m_stateFlags was needed for a performance reason: a method call is quite expensive and JIT was not able to inline that call.
So, now you can create a PR and remove that redundant copy because it's still there and the fix is there as well!
Some more comments from .NET Framework Reference Source:
"cast away" volatility to enable inlining of OptionsMethod.
Read the volatile m_stateFlags field once and cache it for subsequent operations.
Get a cached copy of the state flags. This should help us to get a consistent view of the flags if they are changing during the execution of this method.
So as you figured out already, it's apparently used there for three things:
enable inlining of certain methods (apparently accessing volatile field blocks inlining?),
reduce amount of volatile read calls (it might be just done purely for the third reason though),
ensure that the value has not changed during execution of this method (e.g. from a different thread).
Now onto your questions.
Why would in this specific case specify the field as volatile just to ignore volatility when reading the field by assigning it to a variable?
Task.m_stateFlags is obviously intended to be updated as instantly as possible, from any thread.
IsCompletedMethod is called from multiple places (e.g. Start(TaskScheduler scheduler)), where you wouldn't like the m_stateFlags to change value in the middle of method execution. IsCompleted looks like just a slick "wrapper" for the IsCompletedMethod.
Is "cast"ing away the volatilty a common practice? In which scenarios would I want to do it vs. scenarios I absolutely want to avoid it?
I do not have a lot of experience with it, neither seen lot of usages, but based on link given by the #StepUp and the Task usages - you'd want to make your field volatile if you want to keep it synced between processors and threads.
That sounds pretty similar to Interlocked and lock() use cases, doesn't it?

There's some code that I don't own and can't change to use locks that increments an int counter (numberOfUpdates) in several different threads. All calls use:
Interlocked.Increment(ref numberOfUpdates);
I want to read numberOfUpdates in my code. Now since this is an int, I know that it can't tear. But what's the best way to ensure that I get the latest value possible? It seems like my options are:

Or

I'm a firm believer in that if you're using interlocked to increment shared data, then you should use interlocked everywhere you access that shared data. Likewise, if you use insert you favorite synchronization primitive here to increment shared data, then you should use insert you favorite synchronization primitive here everywhere you access that shared data.

Will give you exactly what your looking for. As others have said interlocked operations are atomic. So Interlocked.CompareExchange will always return the most recent value. I use this all the time for accessing simple shared data like counters.
I'm not as familiar with Thread.VolatileRead, but I suspect it will also return the most recent value. I'd stick with interlocked methods, if only for the sake of being consistent.

Eric Lippert discusses volatility and the guarantees made by the C# memory model in his blog at http://blogs.msdn.com/b/ericlippert/archive/2011/06/16/atomicity-volatility-and-immutability-are-different-part-three.aspx. Straight from the horses mouth: "I don't attempt to write any low-lock code except for the most trivial usages of Interlocked operations. I leave the usage of "volatile" to real experts."
And I agree with Hans's point that the value will always be stale at least by a few ns, but if you have a use case where that is unacceptable, its probably not well suited for a garbage collected language like C# or a non-real-time OS. Thread.VolatileRead(numberOfUpdates) is what you want. numberOfUpdates is an Int32, so you already have atomicity by default, and Thread.VolatileRead will ensure volatility is dealt with.
If numberOfUpdates is defined as volatile int numberOfUpdates; you don't have to do
this, as all reads of it will already be volatile reads.
There seems to be confusion about whether Interlocked.CompareExchange is more appropriate. Consider the following two excerpts from the documentation.
From the Thread.VolatileRead documentation:
Reads the value of a field. The value is the latest written by any processor in a computer, regardless of the number of processors or the state of processor cache.
From the Interlocked.CompareExchange documentation:
Compares two 32-bit signed integers for equality and, if they are equal, replaces one of the values.
In terms of the stated behavior of these methods, Thread.VolatileRead is clearly more appropriate. You do not want to compare numberOfUpdates to another value, and you do not want to replace its value. You want to read its value.
Lasse makes a good point in his comment: you might be better off using simple locking. When the other code wants to update numberOfUpdates it does something like the following.

This will ensure your requirements of atomicity and volatility without delving into more-obscure, relatively low-level multithreading primitives.

No, the value you get is always stale. How stale the value might be is entirely unpredictable. The vast majority of the time it will be stale by a few nanoseconds, give or take, depending how quickly you act on the value. But there is no reasonable upper-bound:
your thread can lose the processor when it context-switches another thread onto the core. Typical delays are around 45 msec with no firm upper-bound. This does not mean that another thread in your process also gets switched-out, it can keep motoring and continue to mutate the value.
just like any user-mode code, your code is subjected to page-faults as well. Incurred when the processor needs RAM for another process. On a heavily loaded machine that can and will page-out active code. As sometimes happens to the mouse driver code for example, leaving a frozen mouse cursor.
managed threads are subject to near-random garbage collection pauses. Tends to be the lesser problem since it is likely that another thread that's mutating the value will be paused as well.
Whatever you do with the value needs to take this into account. Needless to say perhaps, that's very, very difficult. Practical examples are hard to come by. The .NET Framework is a very large chunk of battle-scarred code. You can see the cross-reference to usage of VolatileRead from the Reference Source. Number of hits: 0.
Well, any value you read will always be somewhat stale as Hans Passant said. You can only control a guarantee that other shared values are consistent with the one you've just read using memory fences in the middle of code reading several shared values without locks (ie: are at the same degree of "staleness")
Fences also have the effect of defeating some compiler optimizations and reordering thus preventing unexpected behavior in release mode on different platforms.
Thread.VolatileRead will cause a full memory fence to be emitted so that no reads or writes can be reordered around your read of the int (in the method that's reading it). Obviously if you're only reading a single shared value (and you're not reading something else shared and the order and consistency of them both is important), then it may not seem necessary...
But I think that you will need it anyway to defeat some optimizations by the compiler or CPU so that you don't get the read more "stale" than necessary.
A dummy Interlocked.CompareExchange will do the same thing as Thread.VolatileRead (full fence and optimization defeating behavior).
There is a pattern followed in the framework used by CancellationTokenSource

The volatile keyword has the effect of emitting a "half" fence. (ie: it blocks reads/writes from being moved before the read to it, and blocks reads/writes from being moved after the write to it).

Starting from the .NET Framework 4.5, there is a third option:
int localNumberOfUpdates = Volatile.Read(ref numberOfUpdates);
The Interlocked methods impose full fences, while the Volatile methods impose half fences¹. So using the static methods of the Volatile class is a potentially more economic way of reading atomically the latest value of an int variable or field.
Alternatively, if the numberOfUpdates is a field of a class, you could declare it as volatile. Reading a volatile field is equivalent with reading it with the Volatile.Read method.
I should mention one more option, which is to simply read the numberOfUpdates directly, without the help of either the Interlocked or the Volatile. We are not supposed to do this, but demonstrating an actual problem caused by doing so might be impossible. The reason is that the memory models of the most commonly used CPUs are stronger than the C# memory model. So if your machine has such a CPU (for example x86 or x64), you won't be able to write a program that fails as a result of reading directly the field. Nevertheless personally I never use this option, because I am not an expert in CPU architectures and memory protocols, nor I have the desire to become one. So I prefer to use either the Volatile class or the volatile keyword, whatever is more convenient in each case.
¹ With some exceptions, like reading/writing an Int64 or double on a 32-bit machine.
Not sure why nobody mentioned Interlocked.Add(ref localNumberOfUpdates, 0), but seems the simplest way to me...
Lets just say you have a simple operation that runs on a background thread. You want to provide a way to cancel this operation so you create a boolean flag that you set to true from the click event handler of a cancel button.

Now you're setting the cancel flag from the GUI thread, but you're reading it from the background thread. Do you need to lock before accessing the bool?

There seems to be two theories.
1) Because it is a simple inbuilt type (and access to inbuilt types is atomic in .net) and because we are only writing to it in one place and only reading on the background thread there is no need to lock or mark as volatile.
2) You should mark it as volatile because if you don't the compiler may optimise out the read in the while loop because it thinks nothing it capable of modifying the value.
Which is the correct technique? (And why?)

Firstly, threading is tricky ;-p
Yes, despite all the rumours to the contrary, it is required to either use lock or volatile (but not both) when accessing a bool from multiple threads.
For simple types and access such as an exit flag (bool), then volatile is sufficient - this ensures that threads don't cache the value in their registers (meaning: one of the threads never sees updates).
For larger values (where atomicity is an issue), or where you want to synchronize a sequence of operations (a typical example being "if not exists and add" dictionary access), a lock is more versatile. This acts as a memory-barrier, so still gives you the thread safety, but provides other features such as pulse/wait. Note that you shouldn't use a lock on a value-type or a string; nor Type or this; the best option is to have your own locking object as a field (readonly object syncLock = new object();) and lock on this.
For an example of how badly it breaks (i.e. looping forever) if you don't synchronize - see here.
To span multiple programs, an OS primitive like a Mutex or *ResetEvent may also be useful, but this is overkill for a single exe.
_cancelled must be volatile. (if you don't choose to lock)
If one thread changes the value of _cancelled, other threads might not see the updated result.
Also, I think the read/write operations of _cancelled are atomic:
Section 12.6.6 of the CLI spec states:
"A conforming CLI shall guarantee that
read and write access to properly
aligned memory locations no larger
than the native word size is atomic
when all the write accesses to a
location are the same size."
Locking is not required because you have a single writer scenario and a boolean field is a simple structure with no risk of corrupting the state (while it was possible to get a boolean value that is neither false nor true). But you have to mark the field as volatile to prevent the compiler from doing some optimizations. Without the volatile modifier the compiler could cache the value in a register during the execution of your loop on your worker thread and in turn the loop would never recognize the changed value. This MSDN article (How to: Create and Terminate Threads (C# Programming Guide)) addresses this issue.
While there is need for locking, a lock will have the same effect as marking the field volatile.
For thread synchronization, it's recommended that you use one of the EventWaitHandle classes, such as ManualResetEvent. While it's marginally simpler to employ a simple boolean flag as you do here (and yes, you'd want to mark it as volatile), IMO it's better to get into the practice of using the threading tools. For your purposes, you'd do something like this...

Look up Interlocked.Exchange(). It does a very fast copy into a local variable which can be used for comparison. It is faster than lock().
I have read many contradicting information (msdn, SO etc.) about volatile and VoletileRead (ReadAcquireFence).
I understand the memory access reordering restriction implication of those - what I'm still completely confused about is the freshness guarantee - which is very important for me.
msdn doc for volatile mentions:
(...) This ensures that the most up-to-date value is present in the field at all times.
msdn doc for volatile fields mentions:
A read of a volatile field is called a volatile read. A volatile read has "acquire semantics"; that is, it is guaranteed to occur prior to any references to memory that occur after it in the instruction sequence.

The very condensed question should have been - how do I get guarantee of as fresh value during reads as possible? Ideally without locking (as exclusive access is not needed and there is potential for high contention).

I think this is a good question. But, it is also difficult to answer. I am not sure I can give you a definitive answer to your questions. It is not your fault really. It is just that the subject matter is complex and really requires knowing details that might not be feasible to enumerate. Honestly, it really seems like you have educated yourself on the subject quite well already. I have spent a lot of time studying the subject myself and I still do not fully understand everything. Nevertheless, I will still attempt an some semblance of an answer here anyway.
So what does it mean for a thread to read a fresh value anyway? Does it mean the value returned by the read is guaranteed to be no older than 100ms, 50ms, or 1ms? Or does it mean the value is the absolute latest? Or does it mean that if two reads occur back-to-back then the second is guaranteed to get a newer value assuming the memory address changed after the first read? Or does it mean something else altogether?
I think you are going to have a hard time getting your readers to work correctly if you are thinking about things in terms of time intervals. Instead think of things in terms of what happens when you chain reads together. To illustrate my point consider how you would implement an interlocked-like operation using arbitrarily complex logic.

In the code above we can create any interlocked-like operation if we exploit the fact that the second read of location via Interlocked.CompareExchange will be guaranteed to return a newer value if the memory address received a write after the first read. This is because the Interlocked.CompareExchange method generates a memory barrier. If the value has changed between reads then the code spins around the loop repeatedly until location stops changing. This pattern does not require that the code use the latest or freshest value; just a newer value. The distinction is crucial.1
A lot of lock free code I have seen works on this principal. That is the operations are usually wrapped into loops such that the operation is continually retried until it succeeds. It does not assume that the first attempt is using the latest value. Nor does it assume every use of the value be the latest. It only assumes that the value is newer after each read.
Try to rethink how your readers should behave. Try to make them more agnostic about the age of the value. If that is simply not possible and all writes must be captured and processed then you may be forced into a more deterministic approach like placing all writes into a queue and having the readers dequeue them one-by-one. I am sure the ConcurrentQueue class would help in that situation.
If you can reduce the meaning of "fresh" to only "newer" then placing a call to Thread.MemoryBarrier after each read, using Volatile.Read, using the volatile keyword, etc. will absolutely guarantee that one read in a sequence will return a newer value than a previous read.
1The ABA problem opens up a new can of worms.
A memory barrier does provide this guarantee. We can derive the "freshness" property that you are looking for from the reording properties that a barrier guarantees.
By freshness you probably mean that a read returns the value of the most recent write.
Let's say we have these operations, each on a different thread:
x = 1
x = 2
print(x)
How could we possibly print a value other than 2? Without volatile the read can move one slot upwards and return 1. Volatile prevents reorderings, though. The write cannot move backwards in time.
In short, volatile guarantees you to see the most recent value.
Strictly speaking I'd need to differentiate between volatile and a memory barrier here. The latter one is a stronger guarantee. I have simplified this discussion because volatile is implemented using memory barriers, at least on x86/x64.
I know in java, if you have multiple threads accessing a variable that isn't marked as volatile, you could get some unexpected behavior.
Example:

You need to be a bit careful here as you've chosen two different types in your examples. My general rule of thumb is that volatile is best used with booleans and with everything else you probably need some other kind of sync'ing mechanism. It's very common in C# and java to use a volatile boolean to e.g. stop a loop or task executing which has visibility from multiple threads:

The above would work in C# or java and in this example the volatile keyword means that the read in the process method will be from the actual current value and not a cached value. The compiler or VM may choose to otherwise allow the value to be cached as the loop in process doesn't change _stopProcessing itself.
So the answer is yes to your first question.
Whilst you can use volatile on an int this only helps if you're only ever reading, or writing a single value. As soon as you do anything more complex, e.g. incrementing, you need some other kind of sync'ing such as your usage of Interlocked. In your second example however you are still reading the value of counter without any sync'ing so you're effectively relying on other usages of counter to be sync'ed (e.g. with Interlocked).
In your second example you would still be better off marking your int as volatile, this way you again can be sure that you're getting the current value and not some cached version. However using volatile alone is not enough because the read at the bottom could overlap with a standard decrement (counter--) rather than your correct use of Interlocked.

Yes, but all depend on how you access shared variable. as your example, if you access the variyable in thread safe way like Interlocked.Decrement it will not be a issue even without using voilatile.

What is the "volatile" keyword used for?
I would like to have thread-safe read and write access to an auto-implemented property. I am missing this functionality from the C#/.NET framework, even in it's latest version.
At best, I would expect something like

Correct; there is no such device. Presumably you are trying to protect against reading the field while another thread has changed half of it (atomicity)? Note that many (small) primitives are inherently safe from this type of threading issue:
5.5 Atomicity of variable references
Reads and writes of the following data
types are atomic: bool, char, byte,
sbyte, short, ushort, uint, int,
float, and reference types. In
addition, reads and writes of enum
types with an underlying type in the
previous list are also atomic.
But in all honesty this is just the tip of the threading ice-berg; by itself it usually isn't enough to just have a thread-safe property; most times the scope of a synchronized block must be more than just one read/write.
There are also so many different ways of making something thread-safe, depending on the access profile;
lock ?
ReaderWriterLockSlim ?
reference-swapping to some class (essentially a Box<T>, so a Box<int?> in this case)
Interlocked (in all the guises)
volatile (in some scenarios; it isn't a magic wand...)
etc
(not to mention making it immutable (either through code, or by just choosing not to mutate it, which is often the simplest way of making it thread-safe)

I just want to add, that part of the reason for this, is that there are so many ways of not being thread-safe, that when we say something is thread-safe, we have to be clear on just what safety is provided.
With almost any mutable object, there will be ways to deal with it that are not thread-safe (note almost any, an exception is coming up). Consider a thread-safe queue that has the following (thread-safe) members; an enqueue operation, a dequeue operation and a count property. It's relatively easy to construct one of these either through locking internally on each member, or even with lock-free techniques.
However, say we used the object like so:
if(queue.Count != 0)
return queue.Dequeue();
The above code is not thread-safe, because there is no guarantee that after the (thread-safe) Count returning 1, another thread won't dequeue and hence cause the second operation to fail.
It is still a thread-safe object in many ways, particularly as even in this case of failure, the failing dequeue operation will not put the object into an invalid state.
To make an object as a whole thread-safe in the face of any given combination of operations we have to either make it logically immutable (it's possible to have internal mutability with thread-safe operations updating internal state as an optimisation - e.g. through memoisation or loading from a datasource as needed, but to the outside it must appear immutable) or to severely reduce the number of external operations possible (we could create a thread-safe queue that only had Enqueue and TryDequeue which is always thread-safe but that both reduces the operations possible, and also forces a failed dequeue to be redefined as not being a failure, and forces a change in logic on calling code from the version we had earlier).
Anything else is a partial guarantee. We get some partial guarantees for free (as Marc notes, acting on some automatic properties are already thread-safe in regards to being individually atomic - which in some cases is all the thread safety we need, but in other cases doesn't go anywhere near far enough).
Let's consider an attribute that adds this partial guarantee to those cases where we don't already get it. Just how much value is it to us? Well, in some cases it will be perfect, but in others it won't. Going back to our case of testing before dequeue, having such a guarantee on Count isn't much use - we had that guarantee and the code still failed in multi-threaded conditions in a way it wouldn't in single-threaded conditions.
What's more, adding this guarantee to the cases that don't already have it requires at least a degree of overhead. It may be premature optimisation to worry about overhead all the time, but adding overhead for no gain is premature pessimisation, so lets not do that! What's more, if we do provide the wider concurrency control to make a set of operations truly thread-safe, then we will have rendered the narrower concurrency controls irrelevant, and they become pure overhead - so we don't even get value out of our overhead in some cases; it's almost always purely waste.
It's also not clear how wide or narrow the concurrency concerns are. Do we need to lock (or similar) only on that property, or do we need to lock on all properties? Do we need to lock also on non-automatic operations, and is that even possible?
There is no good single answer here (they can be tricky questions to answer in rolling your own solution, never mind in trying to answer it in the code that would produce such code when someone else has used this [Threadsafe] attribute).
Also, any given approach will have a different set of conditions in which deadlock, livelock, and similar problems can occur, so we can actually reduce thread-safety by treating thread-safety as something we can just blindly apply to a property.
Without being able to find a single universal answer to those questions, there is no good way of providing a single universal implementation, and any such [Threadsafe] attribute would be of very limited value at best. Finally, at the psychological level of the programmer using it, it is very likely to lead to a false sense of security that they have created a thread-safe class when in fact they have not; which would make it actually worse than useless.
No, not possible. No free lunch here. The moment your autoproperties need even a tip more (thread safety, INotifyPropertyChanged) it is down to do yourself manually - no automatic properties magic.
According to the C# 4.0 spec this behavior is unchanged:
Section 10.7.3 Automatically implemented properties
When a property is specified as an automatically implemented property, a hidden backing field is automatically available for the property, and the accessors are implemented to read from and write to that backing field.
