I have a User control with a button. when click on the button create a random number. I want use this number in Main Window. I use user control for 3 time in my Main Window. but I can't get the number in main window. I use MVVM.

I want When click on "Sum" show Sum of 3 numbers in the text block.

My suggestions
change 'sum' and 'txt' property types to int - sum up is easier on numbers ;-)
use a composite pattern on your ViewModels. Let the MainWindow view model consist of three UserControlVM's.

When i run the application i can see correctly the list of 3 items with the correct text.
But if i click on one of the button of the list i can't see the output of Debug.WriteLine("Executed!");
But if i click on the button btnOutsideItemsControl that is outside the ItemsControl, it works. I can see the output of Debug.WriteLine("Executed!");
So i think that also the definition of the command is correct.
To bind correctly the Command property of Button inside the ItemsControl i try this
<Button Command="{Binding ElementName=listItems, Path=DataContext.ItemClicked}">
And also this
<Button Command="{Binding DataContext.ItemClicked, RelativeSource={RelativeSource Mode=FindAncestor,AncestorType=ItemsControl}}">
But it not works.

You're gonna kick yourself once I tell you.
Your problem is that you set IsEnabled="False" on your ItemsControl. Remove it and all will be well with the universe.

Fail to Update the UI by using an ObservableCollection of MVVM bound objects

I would like to ask a question regarding the UI update of a WPF application based on changes applied to MVVM objects stored in a ObservableCollection. But first, let me explain my intuition.

So even though everything was set successfully and with no errors, when I run the application and I click the button Click me the UI and thus the objects of the MainWindow are not updated.
Initially, I tried this logic with Dictionaries. But then I read that Dictionary cannot update the UI of a WPF application so I changed it to an ObservableCollection. However, both approaches didn't work for me.

I misread the question initially. There are two problems. Your list is not binding to the view model, so you need an element reference.

The problem is how you declared the Messages Property. If you have a Property on a Control it needs to be a dependency Property to notify the UI.

Binding to an Static property of an Static class doesn't work

I'm trying to Bind the Text property of the TextBlock to StaticClass.Percent. Since I couldn't do that (Or could I?) I have defined the LoadingPercent in my ViewModel so that I can bind to it. It is still not working. How can I solve this? Or can I bind to the StaticClass directly and ignore the ViewModel approach?

Here is a mistake:
private double loadingPercent;

You return in get the StaticClass.Percentage but you assign loadingPercent in set.
I am not sure why you need the static class after all, but if you want to ditch the viewmodel and bind directly to the static property, see here

Class1 it has 1 property called Name so your xaml will have to be <TextBox Text="{Binding class1.Name}"/>, and you seem to be setting your DataContext to a nested class you can't do that, Nested classes are not supported in xaml.
You will have to add ABC as a variable and remove as a nested class
