pocketsphinx has a SWIG interface "pocketsphinx.i" to generate wrappers in multiple language and one of them is C#.
It is not clear how to run the swig command in Windows and how to use the resulting library in a NetCore C# project.
What are the steps required to generate the wrapper library and use it in a C# NetCore app?
There is an official swig-based wrapper in github, you can compile it for Linux with Make or for Microsoft with CMake:

I want to know Is there any compiler-compiler library that is written in C# or Not ?
I know Antlr & JavaCC but these library wrote in Java
Is there any library like antlr but in C# (or ported in C#) and open source or not ?
Can anybody introduce them ?
There is Irony. I've never used it myself though.
The C# compiler is itself written in C#, and with Roslyn, this has been made open source.

There is also a C# port of JavaCC, however, it's no longer maintained. The author switched to Irony instead. If you're just looking for code for examples, it would do that.

I am looking for a C# tool or Visual Studio Extension to visualize the typed api of all the library I use (because there is not type in the msdn doc, and some library have no apidoc).
What do you mean by typed api ? You can use the Object browser in Visual Studio if you want to look into the signatures of the dll you are referencing.
Or if you want to generate documentation for a library you can use tools like GhostDoc

I'm looking for a free .NET (C#) library which i can use in my program and simply draw UML diagrams (especially class diagram). I tried to used Netron Diagramming Library but it is kind of tricky.
Have you looked at EasyDiagram?
Depending on your requirements you may be able to use the http://yuml.me/ REST api.

I'm looking for LZSS for decoding some packets from a game engine. If anyone could point me to a library I would be extremely happy. Thanks!
You can call on the Allegro Library (open source library in C developed for game development). It contains LZSS decoding and is callable from C#.
Or you can also look at: LZSS.c and port it over to C#, or compile it into a basic C library and then call it from C#.
