I think you are close, you are just missing that the header is defined in a TabItem, not in TabControl.
Thus you are looking for another style to add, in addition with the one you have already. Something like:

Update - Adjusting the tab headers
This one is a bit trickier - this will require updating the TabControl's template. You can do this by hand but the TabControl's template is quite large so I recommend using Blend to get started. Open your project in Blend, open the 'Objects and Timeline' window, right click your TabControl, click edit template, and then 'Edit a copy'. This will create a copy of the default TabControl's template for you to start working with.

So I wasn't sure what you meant by "CueBanner" at first until I realized it was just synonymous with "Watermark" pretty much. So as a quick example, this would be a quick and easy alternative (since at first glance I don't understand what made that VisualBrush stuff necessary you had in there) made a bit more clean and re-usable though I'm sure you'll want to change the colors I used just for the example. You might also look into something like the Extended Toolkit for some more of this stuff built in, but theirs for example does watermarks differently than this example.

I would like to have a thicker border for my tabitems, without changing the default behavior.
I've done some research and it seems that I need to work with ControlTemplate, but this overrides the default behaviour (i.e. the background color is gone, the background color stays the same regardless it is selected or not. tab header is not highlighted in blue when I hover the mouse cursor on the tab header, etc..)
How can I just adjust the border, without messing up the current behavior?

First thing to say is that tabItem is not responsible for how the tabcontrol content looks.
You have 2 options.
First one is to download Blend. Make a copy of default styles for TabItem and TabControl and make your changes there. It's much easier than it sounds
Second one is to do the following:

Only thing I can see wrong in the code you've posted is your Trigger's Setter sets both Background and Foreground to the same color {DynamicResource {x:Static SystemColors.HighlightTextBrushKey}}
You could also maybe try setting the MultiTrigger condition as Selector.IsSelectionActive to be explicit:

Note:
Your only setting Style for the Top TreeViewItem as TreeViewItemStyle1. Hence the default Style gets applied to the Child TreeViewItem's which don't specify a Style. If you want it to apply automatically to all TreeViewItem's just remove the Style Key in declaration and it should be applied automatically based on the TargetType
