This question may not belong here, and if so, if you could instead point me in the right direction as apposed to marking me down, it would be much appreciated. However, I figured that these Forums are as good a place as any to come to for some advice.
Anyway, here's a simple description of what it is I hope to achieve and the questions that I have.
For a Project I'm working on, I have proposed to create a WebApp, using MS Visual Studio, and an iOS App, using Xcode, both of which need to access a central Database.
Initially, all I want to achieve is for a User of the WebApp to be able to add, edit and delete data, and for a User of the iOS App to be able to view this data.
I basically just want some advice on the best way to go about creating a suitable Database, and if there are any available resources you guys feel would be of benefit to me.

As you looks like Microsoft product lover, you can also use Xamarin for iOS app development which using c# as basic development language which helps you a lot.

I want to do some things, which I feel are very simple, but I cannot do. I have looked at numerous websites and StackOverflow questions. One question has helped me a bit by pointing me in the right direction, but I feel I need more than just that.
Here is what I want to do (basically):
I would like to make a UWP app that can be managed by another app.
By "managed" I mean:
Should be able to install the app.
Should be able to uninstall the app.
Should be able to check for updates and update the app.
It should also be able to launch the app.
Optional requirements:
While launching the app, I would like to have it set the page of a panel to a certain page. Also fine with it clicking on the navbar and change the panel's page
This would be an example of my app would be like (the one with the panel/nav): Question
I would also like an installer (something like a .exe file or .msi file) for the installing app. Not the .appinstaller that visual studio 19 produces. Something like Inno Setup produces.
Is any of this possible?
If so, please give me some sample code/instructions/links. I would be very thankful for any advice/points in the right direction as well!
If not, please suggest what other language/framework I should use to accomplish these tasks (Is "tasks" the right word?). I don't mind learning anything and have unlimited time. Don't care about the learning curve either. (If I need C++, I will do it. ONLY IF I NEED IT!!!)

P.S. I know about WPF or WinForms. I don't want to use them because of their age.
As the Rob Caplan said, PackManager class doesn’t support uwp app, it is suitable for desktop app. So maybe you need to create a wpf app and use Desktop bridge to package it into uwp app so that you could use this api. In addition, you could find the sample here about installing appx package, its parent directory Windows-classic-samples/Samples/ also contains other samples you need, such as PackageManagerRemovePackage, etc, please check it.
I'm currently developing a Platformer using Monogame in order to learn C# again because I haven't used it for 2 years. I'm using Microsoft VSTS to remotely have it in a Git repository.
My brothers are going to be my beta testers and before I give them the game I'd like to implement automatic updates.
I'd like to create an installer that they use to install the game but after that the game automatically checks for updates at launch.
Is it possible to do that using Git as version control and only download changes every time it launches instead of a complete reinstall?
How would I go about doing something like that? I've googled a lot but haven't found a good answer yet. This is something I wanted to do years ago when using C# as well but never found a solution.
Any help would be appreciated!

Could someone please advise me on the "correct" way of implementing Pull to refresh on UWP?
Below are some examples I've found however I'm not sure which one is using the best approach:
Microsoft sample which is for a ListView - This works however it is specific to the ListView Control
AmazingPullToRefresh is a NuGet package that also works however it is somewhat limited in terms of styling
PullToRefreshUWP_WindowsComposition is another example however it works differently to the other two as it does not use an extension class

There is no standard answer for this question, basically, there are two points we need to implement:
Get the offset changes when user pull something on the control
Generate some indicator to notify user
Both XamlPullToRefresh and PullToRefreshUWP_WindowsComposition use the new Windows Composition API: Windows.UI.Composition namespace

The API is a powerful supplement to existing frameworks such as XAML
to give developers of UWP applications a familiar C# surface to add to
their application. These APIs can also be used to create DX style
framework-less applications.
Please notice that this API works only on Windows 10.
While AmazingPullToRefresh uses Manipulation API and implement all things by calculating offset changes. A similar implementation can be found here
If you want to implement a cool pull-to-refresh control, I would recommend using the Windows.UI.Composition API. You can get start from here
The functionality of pulling to refresh is not used by microsoft.
Reloading a page / data is something we have still in our mind from thinking apps like a website.
Why not have a synced database and alway update your UI with the data which got changed in your local db? For eg. see firebase.google.com
If you want to implement this feature anyway there is not really a way to go.

With some tweaking it works but sometimes when I lift my finger of the screen after pulling down the bar won't go up again.
So the answer is: Sorry, but nobody can give you an answer on how to do this the "correct" way. But is there a correct way anywhere? Like almost always in programming. It depends on the case you will use it.

I am building an android + iOS app that has its own functionality as well as incorporates functionality of another web based application.
I am using Telerik to build out the interfaces, and probably OAuth to handle the sign-on.
I do however have the issue of handling portions of the C# functionality within my app, and I wanted to know what the best way was to interface between the database of the C# app.
There are obviously many rules associated with each action. For example, if a student uses the android app and wants to upload a grade to the (previously handled by C# web app) database, how do I go about doing this? Do I have to rebuild all functionality within my app? Is there a way I can use API's to retrieve info defining rules?
I am very against WebViews as it is slow and clunky.
Apologies if I seem silly here, not very experienced in the matter.

I'd like to know what could be the best approach to develop a Windows desktop application that has a map navigability control - very similar to those in Google Maps and Live Maps, with drag and drop support and so on.
Initially, due to time restrictions, I was thinking about a WinForms solution - I think one future solution using WPF would be better, but I'd have to learn all that WPF stuff first.
With that in mind, what approach should I take to develop that? It could be a third part tool, or some simple implementation/algorithm that I could take some ideas from. To be honest, I'm kinda lost, so any idea would be helpful.

There is open-source application Kosmos for browsing OpenStreetMap maps

However it reads OSM data and renders it on the fly.
I guess you need some example which loads map tiles and put them in the right order. There is such an example for OpenStreetMap: project osmclient on the sourceforge (sorry cannot post a link, i am a newbie)
It can be simply redone to load other sources, even ArcGIS, but be sure if it is compatible with the Map Provider licence. E.g. you cannot choose Google Maps, because you must use Google Maps within their API.
