I am trying to save a local XML file to a SharePoint 2013 Library. Since Windows 8 apps (XAML) do not allow me to use the Microsoft.SharePoint.client.dll, I have been looking into the SP Rest API but have not found any documentation on how to save/open files. Any direction on this is much appreciated.
Share .NET works with Windows 8 apps. I think it is possible to get it as portable class library too.

Microsoft works on a tool for this aka Project Centennial which is not available for public yet. Officially from here:
Your application should already run on Windows 10. To make it easier for you to distribute and monetize your application, we are developing "Project Centennial". This toolkit will enable you to package and publish your .NET and Win32 applications to the Windows Store. "Project Centennial" is expected to be available for public testing next year.
As mentioned by #vzayko, Project Centennial will be the bridge to use to get your classic Windows application into the Windows Store.
However, until the Windows classic app bridge is publicly available (which should be sometime this year), there is no way to submit your application to the Windows Store.
Is there an AllJoyn SDK for C# / .NET ?

More or less all of the C API is exposed to C#, but the nicer easier-to-work-with helper classes around it is still a work in progress (but feel free to chip in!)
If you are doing a C# desktop application, as a console app implies, there is NOT one currently. The AllJoyn api coverage in the Win10 universal library is so small as to be worthless for anything but C++ UWP apps so your only option is p/invoke and it is rather tedious. The old version of AllJoyn (14.x) had a C# .Net wrapper but it was removed as it was apparently not maintained. The code can be found in the AllSeen Alliance git repositories but updating it for the newer apis will be tedious.

No. Xamarin will not allow you to automatically convert an app from one platform to another.

No you cannot.
There are two ways to port Java code to C#.
The first way is to port the code manually.
The second porting methodology is to try and automate the process by using a code converter.
I have just downloaded agsXMPP SDK from this link , I opend the source code and I want to build the .dll so it would work for Windows Phone, since it's made for Winforms.

it does not build without modifications for Windows Phone. Sockets are totally different on Windows Phone and other required namespaces are missing. This mean you have to make some major modifications to compile it for WP.
The MatriX SDK which you can download on the same page works fine on Windows Phone.
