I have a window and I created a "callout" there. When I try to create the new window with this.InitializeComponent(); I get an exception:

The system cannot find the file specified.
How can it be? What is Microsoft.Expression.Drawing.Aero?
The solution can be delete your .suo file and ReBuild your entire solution.
The *.suo file is found in the project root folder.(If you can't see your *.suo file be sure you have configured the windows explorer to see hidden files.)
That is part of the Expression Blend SDK and means that some part of the project has been built via Expression from MS - the SDK itself is AFAIK a free download. Just download and install it to resolve the described situation.
Well, I cannot tell you exactly what did it, but I ran a full purge on non-sourced files and it now works....So, it wasn't the suo, but it was something...
I am just making wild guess. Since the exception is thrown while initializing the Window I assume that the application is trying to load the Aero theme from your machine (I guess Windows 7). See if there is any style defined for the windows which asks it to use Aero theme irrespective of the theme set being used by the OS.
Maybe you are missing Expression Blend SDK (that Dll is part of it)?

If you are using multiple project in single solution, this exception will occurs. I removed my project from solution and ran it separately it works.

I don't think this is anything specific to Advantage Database Server but I have recently upgrade to a new version of the Advantage .NET provider (now version 11.10.2.21).
The solution builds perfectly yet when I load certain winforms in the VS2012 designer I get the following error :-
Could not load file or assembly 'Advantage.Data.Provider, Version=11.10.2.1, Culture=neutral, PublicKeyToken=e33137c86a38dc06' or one of its dependencies. The system cannot find the file specified.
Version 11.10.2.1 was the old version that I uninstalled before installing 11.10.2.21
When I try and find the reference to the old assembly in Find (entire solution) it doesn't find anything.
Does anyone know where this reference could be located? I want to remove it so that I can continue to work on my forms.
It really depends on where you installed it. What you need to find is the folder you installed this to and then look in that folder for the .dll file for the assembly you need. (In my experience this will be in a lib/library folder but your results may vary) Note the full file path of the .dll file once you find it. Then when trying to add the new reference navigate to that file path and add the .dll file
Use a different grep tool (Like Notepad++) and search in all your resx files of the project for the text (or part thereof)

With uninstalling the previous version and installing the new version, those references probably didn't get updated.
Recommended solution would be to find all those entries and replace them with the new version of that text (viewable by opening a .resx file of a form that has a control from the new version on it)
Figured it out finally!
I use DevExpress controls and they have a reference to that version of Advantage Database Server in their XPO product (which I don't use directly).

I have both GalaSoft.MvvmLight.Extras.WPF4 and GalaSoft.MvvmLight.WPF4 referenced in my project, however if I declare the following namespace (which does not appear in the drop down list - neither do)

I get the following error

The following error was encountered during load: Could not load file or assembly 'GalaSoft.MvvmLight.Extras.WPF4, Version=3.0.0.30137, Culture=neutral, PublicKeyToken=e80d33351f9dc0a2' or one of its dependencies. The system cannot find the file specified.
You downloaded the DLL from the web, and so it is marked (via NTFS alternate data streams) as such. Executables and other binaries are blocked by the system automatically in this case.
You need to unlock the file. Assuming you got it from a legit source (I'd assume not) you simply right-click on the DLL and click the "Unblock" button at the bottom of the form.
Inherited C# win form application - VS .NET 2008.

Navigate to display main dialog in the IDE and error screen displays with the error.
The .dll is in the bin directory. Also, under the "References" tree in project viewer with correct path.

Any ideas how to fix this?
EDIT 1 started Fuslogvw.exe does not have anything listed. Is there something else I need to do to get this error to display here?

Running "Dependency Walker" and it comes up with the error:
Error: At least one required implicit or forwarded dependency was not found.
Warning: At least one module has an unresolved import due to a missing export function in a delay-load dependent module.

OK, here is a recap of my situation, which you can see almost identical to OP:
C# project/solution - VS .NET 2013.
Project builds with no error.
The reference .dlls are in the pre-defined directory.
Also, under the "References" tree in project viewer, it shows the correct path.
Yet, Visual Studio complains (at run time):
Could not load file or assembly xxxxxx, Version=x.x.0.0, Culture=neutral, PublicKeyToken=xxxxxxxxxxxxx or one of its dependencies. The system cannot find the file specified.
I found the solution from here,

Find the referenced assembly in “Solution Explorer”, e.g.,

I have a solution with a single project file. I am deploying as a ClickOnce application. It all runs fine and well on my computer but when I try to run it on someone else's I get this error

System.Windows.Forms.DataVisualization is in facet loaded as a reference in my project and I believe there to be appropriate using statements where ever it is being used.
When I go to my project Properties>Publish>Application Files... System.Windows.Forms.DataVisualization has an exclamation point next to it that tooltip text of "This item is no longer referenced by the project. If it is no longer needed, it can be removed by right clicking on the item." the Publish status is "Include" and the Hash is "Include." the publish status is not, however, "Include (auto)"; Exclude has the auto text next to it. But whether I include or exclude I get the same error when running on someone else's machine.
What do you think I should do to get this file to be properly referenced?

I've tried setting Local Copy = true, build rebuild to no avail.
I'm going through all the other suggestions now. (It's a long walk between me and the computer that doesn't work!)
Sounds like you need to include the linked download in the in your redist - even if you've got the assembly you'll probably be missing dependencies:

I know it has been a while since this problem was posted, but I just had the same problem and managed to solved it.
In order to run the application on other machines, I installed Microsoft Chart Controls on the other machines - just by downloading and running the MSChart.exe at http://www.microsoft.com/download/en/details.aspx?id=14422.

Generally, Fuslogvw (fusion log viewer) is your friend understanding why references cannot be loaded by .NET.
When logging is active, the strategy used to try and resolve dependencies is logged and fuslogvw lets you see the strategy.
Run in the computer where the DLL is found and the computer where it is not found and compare the log results.
Maybe the dll is in your GAC so .net find it. But you don't deploy it with your application and it failed on other computers. What you can do is find the dll add it as a reference to your project (because you lose it) and ensure that copy local is set to true.
Just Change version the in web.comfig file

I reloaded an old project, and tried to run it only to run into the Binding Failure MDA Assistant:

After googling this, the only solution I could find was to turn off the MDA. This works, but I would prefer to solve the underlying problem (SoapTest.XmlSerializers.dll not being in the bin\Debug directory). How can I fix this? What creates the SoapTest.XmlSerializers.dll, and why is it not being created on a Rebuild? Yes, I have tried updating the Web Reference (this doesn't help). No I don't want to upgrade to WCF Soap Services.
actually yes , i went to the propensities window and set the option of "Generate serialization assembly" to "on" , by this you insure every time you build the project ,
i guess that error happens when you edit the assmbly info of the class library you are referencing without re building it
In VS.NET you can go to the project settings and try different settings for XmlSerialization - I believe there is a setting for auto that you may want to disable.
I also encountered this issue. The problem was that the project causing the Exception was created in another folder than the .exe file. I easily resolved it by changing the Deployment Path from Properties/Build settings page. No other change on "Generate serialization assembly" was necessary.
