I need to build a desktop application for Windows (easy with C# .Net) and one for Mac OS X. The application will be the same for both platforms.
I am still deciding on what is best to use (off-topic question) to do this. If I chose Xamarin.Mac can I deploy it as a package that gets downloaded to a zip file and installed on a computer with no internet?
I am looking at Xamarin.Mac through it appears Xamarin seems to be cross platform for ios, android and windows instead of mac too.

In the publish step of the Xamarin.Mac app Archive and Publish process, you have a choice of:
App Store
Mac Application (Save to disk)
Mac Installer Package (Save to disk)
You can choice one of the "save to disk" options and either produce an .app or a .pkg. How you share that resulting .app/.pkg is up to you.

I have created a console app using C# and .Net core version 5 on Visual Studio IDE. I understood how you can publish this app for the same OS. So now I can share my C# project as a .exe with all my friends. But all my friends don't have a windows. Since this is a console app, it said that I could share it with anyone having Linux/Mac. Also, I only have windows.
So the main question: How do I export my .cs project in such a way that I get files for Mac and Linux with just a windows machine? Also is it possible to do this without using non-Microsoft services since it poses security risks?
I have looked through the Microsoft documentation but everything seems to want you to run everything with the development code. I used a bitbar tutorial to help start my C# xamarinui test framework. I have the emulators working I just want the apk and ios apps to install as the first test. I know how to drag and drop and put the app on the phone manually. I am looking for a way to get the app to install and launch through test code or by some operation. I do not have access to the source.
Only for the Android case, google for the apk, usually they are available on sites like apk pure etc. If the apk has executables for x86 inside you could install in on android simulator using just drag and drop.
For iOS this seems not possible as the installer has to be signed with appropriate profiles that only app developer has in his possession.

Packaging a WPF desktop application as an APPX or MSIX does not make it universal in the sense that it will run on anything else than desktop devices.
A desktop app is still an x86 or x64 bit application and it won't run on HoloLens.
I need to know is there any way to publish traditional desktop applications to windows store. The link,

Microsoft works on a tool for this aka Project Centennial which is not available for public yet. Officially from here:
Your application should already run on Windows 10. To make it easier for you to distribute and monetize your application, we are developing "Project Centennial". This toolkit will enable you to package and publish your .NET and Win32 applications to the Windows Store. "Project Centennial" is expected to be available for public testing next year.
As mentioned by #vzayko, Project Centennial will be the bridge to use to get your classic Windows application into the Windows Store.
However, until the Windows classic app bridge is publicly available (which should be sometime this year), there is no way to submit your application to the Windows Store.
I am new to using Xamarin and have always used Visual Studio, however I now require to develop a desktop application which will run on both Mac and Windows, OR at least a package which will let me package for both.
I have created a GTK 2.0 Project, connected to a MySQL database etc and all is fine, however I can only see options to create a .exe and no .dmg file for OS X but the debugger lets me run it on my Mac.
Does anyone have any ideas or pointers?
We use Xamarin.Mac to enable us to develop a Windows and Mac client using c#.
We chose to re-build the core code in Xamarin Studio and use interfaces to abstract the OS dependent code.
We share 90% of our code in the Xamarin.Mac/VS solutions.

An app bundle is basically a special kind of folder structure that contains all app data, including e.g. graphical resources, configuration files, localisations, etc...
A .dmg file is used for distribution and can be created using other tools like Apple's own Disk Utility, once you've created the app.
